WASHINGTON – The National Transportation Safety Board recommends that all states require ignition interlock devices for convicted drunken drivers. The NTSB said the devices are the best available solution to reducing drunken-driving deaths, which make up about a third of the nation's 32,000 traffic deaths each year.Delta Air Lines said it will buy almost half of Virgin Atlantic for $360 million as it tries to catch up to rivals in the lucrative New York-to-London travel market.

Delta plans to form a joint venture with Virgin Atlantic so they can sell seats on each other's flights, share costs and profits, and set flight schedules. Delta said it will need antitrust approval from U.S. and European regulators in order to form a joint venture. Delta aims to have the joint operation running by the end of 2013.WASHINGTON – Exxon says the energy renaissance in the U.S. has staying power and predicts that North America will become a net exporter of oil and gas by the middle of the next decade. Its long-term energy outlook says rapid growth of production in the U.S. and Canada will lead to more oil and gas being sent overseas.
