Merit pay for county government workers?

Although it's been discussed before but never implemented, members of Allen County Council seem to support creation of a merit-pay plan for county government employees. President Darran Vogt hopes to adopt the plan before the end of the year.

Currently, most county employees receive across-the board raises -- when they get raises. But Council on Thursday discussed the need to reward employees who improve their skills, work especially hard or do especially good work.

The proposal will be turned over to the county's Human Resources Department and Council's Personnel Committee for further discussion. County employees are non-union.
