Kayla Sutphin and boyfriend Ted Popplewell were at home June 15 when her previous boyfriend, David Bahr, allegedly broke in and hit Popplewell over the head with a clothes iron several times even though a judge had issued a protective order against Bahr following a February domestic battery report at the same address. But because police couldn't locate Bahr to serve the order in person, it never legally took effect — causing Sutphin, Popplewell and their families to question the "system's" ability to protect them and others.
